Default V70MA Configuration

I just bought an ACER V70MA mainboard, and I can't get through the POST.
The fan runs, but the processor fan just bumps, and there's no output to
the screen. The switches and jumpers are all set to the defaults.
Processor is an AMD K6-2 450MHZ.
I suspect it's a configuration problem, but I am far from an expert.
The memory, PS and processor are all known good parts.
Has anybody dealt with this kind of thing before?
