Default IDE boot order HELP!!!!!

I posted this problem early, but it was a bit complicated. I've narrowed it
down a bit.
I've had a reinstall of my dual boot XP pro system and havent done anything
different from when I first installed it. But for some reason my Boot disc
on IDE1 now shows up as disc 3 in windows managment and Disc 1 & 2 are the
drives on the Promise ATA controller. Trouble is bootmanagers need the first
disc to be the boot disc. How can I get windows to look at IDE 1 as disc 1
first!!!
