Please Help! Sound "Tic"

Default Please Help! Sound "Tic"

Call it a stutter, call it a tic - It sounds kinda like a scratch on a
vinyl record. It repeats at maybe a second or so and sound seems to slow or
pause, producing a tic sound. It is constant. It is most apparent in WAV
format. Absolutely ruins streaming audio. Least apparent if not gone
completely while playing MPEG videos.

Have loaded clean install of Win2kPro latest updates, latest driver
updates. Occurs with onboard sound and also occurs with onboard sound
disabled and using SB card. Occurs with speaker system disconnected and
using headphones.

Can't listen to music - it's like a faucet drip in the middle of a still
night that refuses to go away.

GA7N400 Pro board, 3200+ Athlon, 2GB OCZ RAM PC3200

Any ideas will be entertained at this point. Sledgehammer?
