Default Resolution versus size settings

I'm using an HP 4890 to scan films. I'm scanning a 35mm positive with
resolution set to 4800 dpi, and scale set to 100%. When I initiate the
scan, the HP software suggests I should lower the resolution and increase
the scale. What is the rationale? Would the result be different/better?

The software is suggesting that you may want to print the scan.

If you print the scan as you scanned it, you would have a 1.42" X .945" 4800
DPI print if you did not change the apparent DPI of the image before
printing.

You would still have all of the pixels you need.
A 4800 dpi scan of 35mm gets you a 6816 x 4536 pixel image.
If you set the dpi in an image editor (only change the reported dpi) to 300
dpi, you get a 22.72" x 15.12 inch print.
