Default Slow network

I've got this weird problem with copying files to a win2k server from an xp
workstation. If I copy something to say Z drive it is fast. If i then delete
what I copied from Z drive it is slow (about 1 minute to delete 8 mb worth
of files). If I then copy the same files to the Z drive again it is slow.
Any ideas? When it goes slow it can take 9 minutes to copy 8mb worth of
files, compared to 20 seconds normally.

So far I've tried:
2 different workstations, 1 with a fairly fresh install of XP.
Different cabling
Different switch and 2 different routers.
Different network cards in the workstations and server.
Removed second processor from server.
