Default pc hang and erratic on warm up

1) format the hard disc and reinstall the operating system
2 reset the cmos, by taking of the battery and using the reseting
insert on the mother board
3) testing the system with other ram]
4) chaging the processor
5) changing the mouse
6) changing the cooling fan of the processor and ensuring that it is
working

The problems still persist

Can anyone give suggestion to the possible cause of these problems

Hmmm, very strange. It sounds like a poor electrical connection somewhere.
Ensure the motherboard is secured firmly to the case and that all the cards
are seated properly, also ensuring that all cables are firmly plugged in.
I am intrigued that you were able to re-install the O/S without a problem,
(or was there)?
