Default Convert video tape to VCD?

I'm looking to convert video tapes to VCD. In the past I've owned an
ATI TV Tuner card. That card did an okay job but the quality wasn't
great. Now that was several years ago so I don't know how the quality
is nowadays. Has the software been updated?

Anyways, on a budget what is the best TV Tuner card available? Let's
say I am looking to spend less than $150 or so.

Asus TV FM card
ATI TV Wonder VE
Hauppauge WinTV-GO 125 Model 700
Hauppauge WinTV-radio with dbx-TV stereo, FM radio
Microstar TV@nywhere
Microstar TV@nywhere Master

Between the two cards that I have, the quality of capture from video
tapes is a lot better using the ATI AIW 7500 Radeon compared to the
Hauppauge WinTV-radio with dbx-TV stereo, FM radio.

The main thing to quality VCD's is how you compress the video after
capture/editing.
