Make your own, there is nothing on the market that can cool
any better than good high-end aircoolers, which are quiet
with proper fan selection. and cost only 1/2 as much.
Additionally the air-coolers cool motherboard and video card
power regulation circuits which are designed to be cooled by
passive airflow from nearby fans, not just case exhaust
fans.

I mean, at the $150 price-point for cooling CPU and VGA
there is nothing better in a retail kit, not that there is
nothing better for *any* price.

You are not being very specific, have not indicated any
particular configuration that would benefit from water
cooling.

For a water-cooler to do very well with an o'c CPU it needs
have a fan on the radiator. A fan with no more noise than
that can be used on a good CPU heatsink and will eliminate
pump noise so there is no practical benefit to water
cooling. Likewise a VGA heatsink can use a quiet fan.
Water cooling is NOT for noise reduction, it is for exterme
overclocking and will not be particularly quiet nor under
$150 for a finished kit. I have no suggestions except to
try building your own instead of a finished kit.
