Dear Mr. Foreign Minister of Russia

I would like to understand why my peace offer in the Caribbean has
been ignored. In the event that I am correct, I want to understand how
many cities we are to trade in the event of economic reorganization. I
propose the following order of battle,

24-96 hour delay between each city
A maximum of 12 cities in North America
A maximum of 12 cities in Russia, and you lose your warm water port

With the current supplies of OIL on the planet, I think we have
another 20 years, but you folks in Russia seem to want to push a coup-
de-ta, which “aliens” or dual nationals can’t tolerate.

Why can’t I attend the Chess club meeting in Siberia with Kirsan? Is
this really nuclear war? I assume because I can’t come play chess in
Siberia, you folks want a nuclear war. Please confer with the UN
Secretary General. I mean to take 12 of your cities in an exchange.
