HP 940c black cartridge 90% but not printing

After not using it for a couple months, I tried printing and the black
(#15 cartridge) is not giving me anything at all. The software tool
says its at 90% which is probably about right. The color is working
fine. I also have an old black cartrige which I swapped in - also did
not work. No idea how old that one is tho

Black was working fine last time I remember (about 2 months ago). I
ran "clean" and "intermediate clean" without success. Is there
anything else I can try or can any expert diagnose the trouble?

Remove the cartridge and rest it with the print head sitting it on a
dampened wad of paper towel. After a while put it back in the printer
and try the cleaning cycle. Repeat this process if necessary. Windex may
also be used instead of water to dampen the paper towel.

Even resting it it hot water can help. A WaterPik at close range does
a nice power wash too.

You are probably just out of ink in both carts. Your call as to
whether to buy a refilled, new, or ink.
