Default What's the TV/Video Connnection IP about after Cat 4.x installed?

After installing Cat 4.3 (maybe 2 even) after jumping from pre cat drivers,
I notice I have another IP address assigned to 'Microsoft TV/Video
Connection' using ip 3.0.0.2.

Can anyone enlighten me?

Its microsofts fault, it appears from time to time with video capture
devices (most often USB webcams). Unfortunately it also stuffs up
Internet explorer from time to time by cutting off all internet
connection from IE (but not other applications).

Getting a straight answer from M$ about what exactly is the purpose of
this troublesome phantom device or why it screws IE is like getting
blood from a stone (they just recommend rebooting as a solution to the
IE fault).

Do a google search for "Microsoft TV/Video Connection", but I doubt
youll get a clear answer.

Well in my case it kills internet connection no matter what software's
running if I start TV-IN. I removed the "service" under Network but TV-IN
still kills the modem so looks like a complete re-install... argh!!!

Time to back up to some previous Cat version. I'm running a 7200 under 98SE,
any recommendations?
