Default can't set frame rate in CoD anymore

To see what frame rate my computer (with ati 9700pro) can reach in
Call of Duty I set com_maxfps to 1000. That seemed to work for a
while, but now I've changed video drivers a couple of times it doesn't
seem to work anymore. The frame rate seems to be stuck at 85... Any
ideas why? Did the Catalyst drivers do this?
