Default Athlon XP and PowerNow settings?

Apologies if this is a newbie question, or the wrong NG.

I have a portable with a 1GHz Athlon XP. I understand it may be possible to
tweak the PowerNow settings in Windows XP to make is go slower, but possibly
cooler. From where in XP do I do this?
