NTSC and PAL are different analog standards. If the board does not have the
hardware to support PAL then all the software in the universe isn't going
to make it output PAL.



You select what standard you use in the control panel. It wouldn't be
economically viable to produce graphics cards that are set to a
specific standard.


You select it if your board has hardware to support both. All boards do
not have such hardware. If you have not encountered such a board then
just wait.

Why would is it less economically viable to produce NTSC-only boards for
the enormous US market and PAL/SECAM/whatever boards for the equally
enormous rest of the world market?
