I still have an old 486 DOS machine which I do use, but I'd like to upgrade
the 60lb monitor with a new LCD one.
Would like to know if DOS and WIN 3.1 would be able to use this new
technology.
The machine does have a fairly good video card in it.

It is the hardware, not the OS in this case, that determines if it will
work. If the old DOS machine has a VGA connector on the video card, it
probably will. IOW, if the monitor will plug into the video connector on old
machine, it should work.
