Default Wierd Problem with a MS Optical Mouse on the USB Port

All,

I finally picked up an optical mouse to replace my old rubber ball
jobber. I want to use the USB port to get the absolute best response
in FPS games as I'm told it makes a difference. I am running a P4 on
an AOpen AX4PER board with Windows XP and I have a Lian Li case that
supports front wiring for 4 USB ports. All ports work (front and
rear), but, for some reason, the rear ports will only recognize the
mouse when the computer is on. In other words, the mouse works fine
plugged into the rear port, but when I turn the computer off, it's
like it loses its memory. When I turn it back on, there is no power
light to the mouse until I physically unplug it and then plug back in.
Then it works fine. I decided to move it to the front (which is not
my preference because it's in the way a little more) and it works like
a champ in that position. It powers up at the right time and operate
flawlessly. There are no other devices on my rear USB ports and I
have succesfully operated other devices such as joysticks from that
port. Is this a motherboard issue? Is my case the problem? Why
would the rear ports be different in this respect?

Well, whoever told you that doesn't know what he's talking about.
Use the PS/2 port, not USB. The USB requires more CPU interaction, and
can get jumpy under very heavy load. Bump up the refresh rate of the
P/S2 port and it'll be the smoothest.

How does one go about changing the PS/2 port's refresh rate? Have not
tried that before.

Perhaps check in your BIOS for settings such as enabling USB legacy
devices (keyboards/mice)...?
