you need a capture card or a tv tuner, either one.

more money = better quality, but u need to have a good PC.

i have a 1.2ghz and it can only capture in 352x240 mode, 640x480 looses
frames.

you'll probably want to have atleast 2.0ghz for this stuff, otherwise you're
going to just be able to get a whole bunch of crap on a far-from-dvd quality
format on dvd (ie 400 minutes of video cd quality files on dvd, which look
no better than tape, and coming from tape, will actually look worse).

you need to get a capture card or tv tuner that can capture in 704x480 mode,
which is a dvd resolution (NTSC/US).

For analogue video I use a Matrox G450eTV with good results. Your PC should
be fast, well maintained with plenty of HDD space, fast CPU and plenty of
RAM. I currently have Athlon 2500XP, 120GB + 40GB HDD's, 512MB PC2700.
Until recently had been working with 600 MHz Athlon system, results still
good but much slower.
