Default underclock an acer 1714smi

Did your machine come with the Acer eFramework? You might try using
their website to download if not and use the ePM. It's better than
nothing. Is it a pentium or AMD and is the motherboard Acer, Intel?
At that speed, I can't believe you wouldn't have built in SpeedStep
which steps your ghz/Mhz based on current needs. i.e. if you are
simply word processing, you will run at 600 Mhz. Another simple
solution is to get a laptop cooler. Only downside is that you can't
comfortably travel with it. If you go that route, make sure to get
an aluminum base. US $ is around $40.
