Default Problem with P/S 2 mouse port?

I've got a 2001 Dell system which uses a P/S 2 mouse. At one point, the
right click function for the mouse (MS Intellimouse) did not work
consistently - sometimes the context menu would pop right up, sometimes it
would pop up after a long (say 10sec) pause, and sometimes it would never
pop up. I've tried various fixes:

--- I updated the virus profiles for NAV and ran a thorough scan. No
viruses were found.

--- I downloaded SpyBot and ran it. No spyware or malware found.

--- I ran the Dell Diagnostics on every component in the computer. The
results: one initial message about "RTC functionality (error= DOS DDG-D
system 020 029) : part bad or 32KHz crystal might not be functioning".
Also, the right mouse click was VERY position sensitive in the tests. A
rerun of the tests did not yield any error messages at all.

--- I switched to a replacement mouse but retained the same Windows ME
mouse driver. I still had the right click problems. So its not the mouse...

--- I installed the brand-specific driver for the replacement mouse
(Logitech). This effectively replaced all the mouse driver software that
shows up in Device Manager. Unfortunately, this did not help. So its not
the driver...

--- I fiddled with all the mouse settings in TWEAKUI and in Logitech's
control panel applet, and nothing helped. So its not a bad mouse setting...

--- Absolutely frustrated, I reassigned context menus to the wheel button
on the mouse. And now everything is just dandy!


So, I'm guessing that maybe the I/O controller on the motherboard is having
a problem processing right click input. How could I possibly test this?
Anyone else ever have a problem like this?
