Default Ti 4200 fan problem

I've got a Gainward 4200 that I just bought used, and the fan has a problem.
Wondering what you guys think. The spindle is loose or something, so when
the card goes in upside down (which is normal, right?) the fan won't engage.
It only spins if it's right side up. Anyone seen that problem?

It's broken, sounds like someone took it apart to oil the bearing, and
lost the little plastic circlip which hold the fans rotor in place.
Fit a Zalman ZM80C silent cooler instead.
