Not sure who made it, but you can get drivers from nvidia.

I have got hold of a 3d video card and would like the correct drivers. Would
like to find out who the card manufacturer is

It is based on TNT2 M64 / Vanta board
32 MB Memeory
AGP
2 * S video connections
1 * RCA connection
1* DB9 connection
Model number CTNT2VSD ver 2.2
Can anyone help please

Yeah, go to Nvidia's site and download the drivers and it should
work fine. I have a card like that in my old pc that has the same
info.. The one I got was put out by a company called PNY and is
really an NVidia chipset.
