Default amd 64 overheating?

I just had a new system built for me and this is the first computer where
I've had asus pc probe to monitor temperatures. When I turn the PC on, it
read the CPU as 28C and the motherboard at 27C. After about 5 minutes or so,
the CPU temp. is at 35C and the motherboard at 32C.
Is this normal? I played a game of pinball that comes with XP and am running
a short slideshow I made with movie maker and noticed these temps.

I have no extra fans but I guess I should get some. Will these fans make a
big difference? Are AMD 64's supposed to get that hot and is that safe for
the computer?

I've also got a stock 350 power supply and am told I should upgrade that to
a 420 watt or higher. Will that help cooling? I'm watching the temp from the
bios right now and the CPU is 40C and the MB is 35C.

Help and advice wanted and needed
