why dont they put the gpu on the other side of the
card so huge coolers dont block pci slots?

On many boards out there using PCI-Express slots with Socket 939 and Socket
478 in the consumer market, the CPU socket is close to the PCI-Express
graphics slot. So the design originally took this into account.so the double
width GPU coolers don't block the very common and large CPU HS/F assemblies
and factory air ducting work common on Dells and other factory boxes. The
Zalman 7700 unit I use comes within 3/4" of the 8800GT 512Mb card on my
A8N-E board. Newer AM2 and LGA775 boards have considerable room between the
CPU socket and the PCI Express slot. However, the Northbridge chip sits
close the the first PCI Express slot and many of these now have heatpipe
cooling and large passive heatsinks. On most newer boards, the first
PCI-Express slot is designed without a standard PCI slot right next to it
just so a a large double sized GPU cooler can sit there without blocking a
standard PCI slot. And the need to have large numbers of PCI slots has
diminished considerably over the years, with almost all boards now have a
large degree of peripheral add-on integration on the mainboard. RAID and NIC
is almost universally integrated. Most people get by just fine with two
available PCI slots, and many get by with just one. USB is universal, and
it's rare to have add a SCSI card for scanners or other devices. A TV tuner
and separate sound card are about all you typically see now in PCI slots. My
wife, who is a musician, has long since stopped using specialty PCI sound
cards for her inputs for her CuBase and Sonar Producer MIDI and analog
input. Firewire and USB are ubiquitous now.

video signal and result in timing errors.

Because then the huge video card cooler will interfere with the northbridge
heat sink and, on longer cards, the DIMM slot levers.

When the change was made from the ISA to PCI bus standards
the component side moved from the right side to the left side of
expansion cards. Also, the card mounting brackets changed
direction from right to left. That's the standard.

Because the fan would have to spin backwards resulting in a negative
polarity black hole forming inside of your case. It has been documented
many times.
