Default Floppy Drive Only Works in Safe Mode

I have WinXP Home Edition. When I go to access my floppy drive, I get
an error saying "the disk is not formatted, would you like to format it
now?". The disk is in fact formatted, but even if I click on format,
it will tell me Windows can't format it. I can't access anything on
the floppy. But, if I boot up in Safe Mode, I can access the floppy
fine. I tried removing it from Device Manager and letting windows
reinstall it, but the same thing happens. I did run a floppy with
Memtest86 on it and it does run, so the floppy does work in DOS and I
know it's not a hardware issue. Has anyone else had this problem and
been successful in fixing it? Any help would be greatly appreciated.

Actually Memtest86 is written in a Linux format I think(?)

Bottom line though is that it doesn't work in windows.
Have you tried booting up with all you startup items disabled?
Maybe your AV program is messing with floppy access.

It is? I didn't know that. I thought it was just a dos program.

No, actually I haven't tried it with startup items disabled. Since it
did work in windows Safemode, I think you very well could be right.
Thanks, I'll try that and let you know what happens.

Just an update. I tried with everything in startup disabled, but still
have the same problem. It's driving me nuts. It does work in Safe
Mode but not in normal mode.
