Default Soyo Sy-7vca-e MB with PIII-1G, No Video Output

Got a Soyo SY-7VCA-E board with a P III -1G chip on a 370 socket, have
128M PC-100 DIMMS ROM, clear the CMOS and took the battery out and put
back in, swapped 3 different video card, but still no video out.

Am I missing something here?

Any help is highly appreciated.
