Default Problems with getting mpgs to show up on both TV and PC monitor (9600xt)

Ok, so I used to have a 7500 and had no trouble, now I have my 9600xt, if i
keep the resolution at 1024x768 everything is nice and full screen on the tv
and on the pc. if i increase the resolution higher then its too big for the tv
and i have to scroll to see the whole thing. so thats my first question, is
there a way to increase the desktop resolution past 1024x768 while maining
1024x768 on the tv?

second, my biggest problem, in the advanceddisplays options you can either
choose to have mpgs play on the tv, have mpgs play on the pc, or have mpgs play
in both.. however when i have them play in both for some reason my pc screen
shrinks about an inch on the top and bottom, even with my monitors vertical
settings maxed.. nothing changes on the tv. i never had this problem with my
7500, everything worked great? this is driving me nuts
