Default Used GeForce4 ti4600 problem

Just got this card. It's made by PNY. The card is exhibiting random green
dots but it seems to go away if I clock the card down. I have tried it on 2
machines and it does the same on both. 2D or 3D, it doesn't matter. Did I
just buy a card with bad memory? TIA
