cannot get into windows or safe mode...

it reboots to the "windows did not shutdown properly" and you must
start in safe mode...but it will not go into safe mode...but i can pick
"command prompt only".

what should i say yes or no to when step by step confirmation booting?

perhaps that might work?

or what programs and how can i delete them from the c: prompt to make
space to reinstall/overinstall win98se?

tried restore older cab files but too many recent ones.

dissconnected all peripherals. no safe mode yet!

too many files to copy to floppies.

really think it is something easy but don't know what to do to get into
winows.

bootdisk had no tools that i know how to use.

Here's what I would do.
Get a boot floppy with Cdrom disk support,
http://www.bootdisk.com
or on another system burn this bootable Cdrom ISO which can be used as
an,"A" prompt floppy,
http://www.geocities.com/sheppola/bootd.zip
Readme included e.g set boot order in the BIOS to Cdrom disk 1st.
Then copy the Win98 folder off your Window's CD to the hard drive
using dos.Then re-run setup.exe as per,

This should repair windows enough for you to get going etc.
