Default Black screen at startup - and NOTHING happens

The Mc Coy:

Mobo: Asus A7N8X Deluxe Gold rev. 2.0
CPU: AMD Athlon 3200 barton 400 fsb
Cooler: Thermaltake Volcano 12 mounted with heatsensor underneath the CPU
Memory: 2 x Samsung 512 Mb DDR 400 PC3200 Model M368L6423DT M-CCC
VGA: Asus V7700
Cabinet: Aopen H700A Super Tower
PSU: Aopen standard 350 watt ATX
HDD1: 1 Maxtor 6Y080P0 80 GB IDE ATA 133 Connected as master on primary
IDE Channel
HDD2: Segate Barracuda ST3160023AS160 GB SATA Connected on primary SATA
Channel
CDRW: Plextor Premium
DVDRW: LG GSA 4040B DVD -/+R/RW/DVDRAM
DVD: Toshiba SD1712
Cables: CoolerMaster ULTRA TUBE ATA 133/100/66/33
Monitor: Proview 772M

Problem: After finishing assembly of the above mentioned Mc Coy dream
machine and connecting the powercord for the first time -
the disks started spinning, the drives blinked and powerleds went green -
all coolers turned- everything al right, except that THE SCREEN
STAYS BLACK AND NOTHING HAPPENS - all jumpersettings verified and jumpers
changed just in case - cmos cleared and tried again -
NOTHING - just stays black and i cant even reach setup of bios - HELP ME
please....

To start you off:
1. Try reseating the videocard.
Any beeps or other communication from the system?
2. Disconnect/remove everything except the bare essentials. Video card,
floppy, *1* stick of memory, and (perhaps) the primary HD. Then, see if you
get video. I'm not familiar with your video card or PSU, but it sounds like
you have quite a current draw on startup, and that PSU *may* not be up to
the task.

I see two things that may be a problem. First is the PSU. Even if it boots
with it, it may not be large enough to run your system stable. For what
you have, I'd get 450w minimum. Second is the ram. PC3200 is the minimum
required. If it's just a little weak, more problems. I'd get at least
PC3700 (or faster) incase you want to raise fsb. Neither of these may be
the reason it doesn't boot, but deserve considerations. As someone else
suggested, strip the system to bare minimum and go from there.

Peter is correct, you must start with a basic setup. One stick of RAM, then
try the other. Video Card and RAM. Get a boot screen first. Additionally,
I agree with the power draw. I run a dual MP1800 system, and it uses a lot!
disconnect all your other peripherals, CDROMs, DVD etc. They are not
necessary initially.

Tech Rule No 1. Back to Basics!

This is o/t but why would you have an Geforce 2 with a system like that?
....just considering you paid top dollar for the processor...

Like the others say, it is probably the PSU.
One thing to try is once you are at the Blank Screen and nothing is going
on, push the 'reset' button and see if it will now boot up with the proper
screen.
Sometimes this will let a marginally low power or weak PSU get the system
running because all the drives keep spinning during a 'reset' and don't draw
the power they normally do when starting from a standstill.
This may sound dumb, but are you sure the voltage selector switch on the
back of the PSU is in the correct position? (115v-230v)
