Pardon my ignorance, but is the refresh rate the 'thing' measured in hertz?

Yes, in WIndows it's in Display Properites.

There's only one connector for the cable on both the monitor and the PC
box... rerouting, no can do!

True, but where the cable is routed is another story.

I've got a Magview 17" LCD monitor. I am finding that it is not completely
crispy clear. It seems to have a slightly blurry section, from what I can
tell its in two spots of the screen. Can anyone offer any help or
suggestions as to what I can do to correct this?

My two bits:
Fiddle with the "pixel clock" and "phase" adjustments in the monitor
control panel - they may not be called the same things exactly, but
they'll be similar. On my Kogi monitor they're very finickey
adjustments; a change of a single step causes some blurry areas to
appear.

Good Luck!
