Default IDE Code 12 Error

AMD Athlon 858 256 Ram running W2K Pro/SP3. I have a primary hard
drive/slave, CD-DVD, floppy, internal IOMEGA zip drive, and a CD-RW recently
installed.

Everything was fine until I had the internal CD-RW professionally installed
and since then Device Manager shows exclamation marks on IDE ATA/ATAPI
controllers/Primary and Secondary IDE Channels. Properties has this message:

This device cannot find enough free resources that it can use. (Code 12).

There are two VIA BM Ultra DMA Channels and a VIA Bus Master IDE Controller
also listed in Device Manager with no errors. The floppy drive doesn't work,
the slave is fine, the CD-RW works when it feels like it, which apparently
isn't often and the DVD is fine.

Since I don't know an IDE from an ATAPI I'm not sure how to interprete this
error message or to fix it. I've checked Microsoft Knowledgebase for that
error number and can't find any articles addressing Code 12 and IDE.

Where can I look for more information to fix this?
