Default Upgrade

I'm wordering if an upgrade of both a processor and vidio card are worth
the $$ to do so.
Currrent system is a P4 2.53 with a ATI 9700 Pro video card. My mb(P48SX)
can go to a 2.8 cpu. If I upgrade to the max cpu and video to a 9800Pro, is
this worth maybe 10 to 15 percent overall improvement or less, or am I just
being silly?
