Default dual core

i had purchased a dual core processor in november 2006

the system information gives it as
x86 Family 15 Model 4 Stepping 7
Intel(R) Pentium(R) D CPU 2.66GHz


is this really dual core or did my vendor defraud me, because i get
better performance on celeron pc's

or is it because of the chipset motherboard from asus.77545gv

how do i use a better tool to figure out whats wrong

i have 256 mb ddr2 ram
