HP Laserjet II prints solid black pages!

What could be wrong with a laserjet 2 that prints solid black pages (with a white border around the page)?
Is this a high voltage problem , and how do I fix it? Any help appreciated.

it could e the HVPS or the DC controller.

Could be one of the following: The toner cartridge is improperly
installed or is defective (Unlikely), The HV contacts are dirty or the
HV PCA is defective, The DC controller is defective, The laser/scanner
cable or assembly is defective or the fiber opric cable is defective.

Only way to tell for sure is to (a) try reseating your cartridge or
try a new cartridge. (b) Clean the HV contacts or replace the HV PCA.
(c)Replace the DC Controller. (d) Replace the laser/scanner cable or
(e) Replace the fibre optic cable.
