Default Difference between blue and green BFG 6800 GT

What is the difference between the blue and green BFG 6800GT boards? I
notice that the blue boards came with a dual fan and the green boards
with a single fan? Does it have anything to do with being the "OC"
version or not? Which one is older?

The blue card with the dual-fan cooler is the newer design. It runs at the
same OC'd clock speeds as the green card. No more, no less.

All else being equal (e.g. price) I would pick the blue card, because it's
newer and may carry a slightly revised PCB stepping.

The green GT looks like the Ultra:

Not sure what a non-OC card looks like.
