Default PNY Quadro4 980XGL and no video

I just brought a PNY Quadro 4 980XGL video card to replace my ATI 9500 Pro.
I deinstalled ati software and driver and, put in the PNY card. The card
boots into dos but after about second into Window's splash screen it turns
into video noise and never recovers. So I thought I try and run my copy of
linux on cd to see if that would work and the same thing happens. Also tried
entering safe mode and the same. I call PNY tech support and they think the
card is defective and I have the card replaced and the new card I get does
the same thing again. So I dont think the card is broken and Im not sure
that the problem is with windows or with the motherboard. What should I try
now?
