Default Scanner refresh

I have a Microtek V310 scanner. If the scanner is not turned on when
the computer boots, the computer won't find it when it does get turned
on. I've tried System Properties/Device Manager/Refresh, but that
doesn't work. Is there a program around that will let the computer
recognize the scanner when it is turned on?

It's a parallel port printer. ASPI is installed. Where do I get SCSI
drivers? Why do I need them?

If it is Parallel port you don't need SCSI drivers,
as they are for an SCSI card that would be in a
PCI slot on your mainboard. Try refreshing the
printer port in your device manager/hardware
manager, under "Ports (COM & LPT)" .
