Default technology advancement tnt2 ultra -> geforcefx5900

Is it right that even the geforce fx5200 (non ultra) is 3 times the
performance of the former tnt2 ultra.

Compared to a TNT2 Ultra, it's probably at LEAST 3 times the performance.
TNT2 is pretty old stuff.
