Default Presario 4704 - can it play VCD's? Is it good for Mame?

I was recently given a Presario 4704. The specs are pretty lousy by
today's standards, only 16 megs RAM and a 1.5 gig hard drive and a 200
MHz Pentium 1.

I'd like to use it to play back VCD's. Is this feasible? If so, where
can I find the proper codecs and a video player for this machine? It's
running Windows 95, and a quick google search found nothing.

Any help would be greatly appreciated. I'd hate to just toss this in
the trash.
