Default hot-swap VGA Monitor Cable?

Is it safe to unplug the 15-pin VGA monitor cable from a nvidia 6600gt vga
out, and then plug it back in again later -- without turning off the
computer?

It's safe to do it occasionally. If you have to hot-swap the cable several
times a day, better to get a KVM switch.

Is it safe? No. Is it commonly done? Yes.
The potential problem is related to the fact that two different power
supplies are involved. Ground leakage may be different, and cause a problem
if the computer and the monitor are not connected with a case ground
(connector shell) before the active video and sync pins are connected.
