Default MSA1500 AA986A: Does This Include Controller?

I'm trying to get a clearer understanding of what parts does HP include in
the AA986A MSA1500 SAN Controller Shelf. Some sources seem to suggest
that this part is just the empty shelf, whereas others are describing it as
a configuration that includes a single controller module preinstalled.

On the HP site, the store options for AA986A include an upgrade to AE328A
which is described to be a starter kit that includes just one controller.
It's not really clear if AE328A brings you to two total controllers, or if
it is added to the empty shelf to make for one total controller.

Any clarification on this is appreciated.
