Malwarebytes has a "FileAssasin" for locked files deletion ! (Was Mystery folder "e8bfcca65cf8e0f3f4" on secondary drive?)

Use FreeCommander in admin mode and you can access anything from any account. FreeCommander is a more powerful Explorer alternative.
