Default nvidia geforce fx5200 problems

I am running XP Home using an AMD Athlon 3200 512Mb Ram and the above Video
card, every time I try and boot up I got the wall paper I picked but no
toolbar or icons, but I do get them when I boot into safe mode, I think it
is a problem with the card or drivers or summat and maybe I've set it wrong,
could anyone suggest?

Regards

Franco
