Update on "Cheap" DVD+ Burner

The maximum speed may be encoded on the disc, in which case the drive will adhere to it. On CDs, if no max is in the ATIP, the drive will use a value from its firmware; I do not know about the situation on DVDs and you might check in an appropriate newsgroup.
