Default Won't recognize DVD-ROM if CD is in drive

I just bought a ASUS DVD-E616P DVD-ROM. It is installed as the F
drive in the system (I have a G drive which is a CD-RW and hard drive
partitions of C, D, and E). The problem I have is if I boot the
computer up into Windows XP with a CD in the drive BIOS will recognize
the drive but Windows XP won't and will not install it. If I take the
CD out though and restart it will recognize the drive. I replaced a
previous drive with this new drive and didn't have this problem before
and also didn't have it on any other systems. Any ideas on what's
causing this?
