Default newbie bulding 2nd pc, p4 abit, case? power? more advice! thanks

What is a good resource? and what should I know about putting a system
together far as bios, software and tweaking?

I have put together one system but performance was not good with the
harddrive and cd rom dont know what i didnt set

case / power recomendations for
I am going t put together!

3.0 p4
abit 3max mb
ati 9800 xt
74 wd 10,000 sata
2 gig ddr 400 what kind???
CDRW / DVD COMBO

this shold be done around $1600 -$1700
