Default USB devices conflict? Windows 2000 SP4 can't find one at startup?

First problem (please read the page in the URL first):

was resolved finally after trials and errors (e.g., upgrade Intel 82801
USB Controller driver, NIC driver, etc.). However, this caused the
problem to move to somewhere else.

Now, the HP printer (USB connection) is affected similiar to D-Link
wireless NIC issue. Even the symptoms (can't find the printer) and
workaround are the same: unplug and replug it in. Palm Pilot cradle
(USB) is not affected so far (I am sure I can cause that if I were to
move device plugs around).

Both of these devices are currently plugged in the back of Dell
Optiplex GX 260 (P4 3 Ghz) system. Is there a rule on not how to plug
the USB devices?
