I don't know - I've never used a water cooled setup. I suspect that the
time constants are longer on the water cooling (as you are able to store the
heat in the water), but that the steady state is the same.

Granted you can provide additional airflow to the radiator than the cpu, and
that you can put the radiator outside the case (where the air genmerally
cooler, unless you pull air from outside the case to specifically cool the
cpu). I'd also imagine that the denser fluid provides much better ability
to remove heat from the source and transfer it to the sink (radiator).

When all is said and done though, the maximum overclock is probably about
the same using either setup, but the water cooling is possibly quieter.
