Default Album software recommendations

I'm working on organizing a family photo history and currently using Adobe
Photoshop Album.

I looking for a program (or how to do it in Adobe) that would all me to:

.. add comments to each image that the viewer can see

(the 65 character caption that Adobe allows isn't enough - at least twice
that minimum)

.. provide for a viewer to add comments if they wish

(family members have different things they remember and I'd like to save
them with the related image)

.. allow me to reorganize the images easily so the sequence the viewer sees
can be changed

(sometimes I get photos that are related to each other but I can't seem to
control the sequence they will show up in Adobe when the viewer clicks on an
album)

Any help would be appreciated by me, current and future generations of my
family
