that boots a basic dos system
(command.com, io.sys, msdos.sys)

What cd burning software are you using? If you have Ahead Nero, for example,
it is a simple matter of telling the "express" version to make a bootable
data cd, dragging the files you want to the list area, and then click burn.
Most any CD burning software should be able to do the job but they might not
make it so easy.
